Warsaw, Ind. (September 23, 2025) – The City of Warsaw, AP Development LLC, and the Kosciusko Development Land Trust (KDLT) on behalf of the Kosciusko Economic Development Corporation (KEDCO), celebrated the groundbreaking of Millworks at 1:30 p.m. today, located at 302 W. Market Street, Warsaw, IN. Elected and city officials, distinguished guests, community partners and stakeholders attended the ceremony.
AP Development was awarded the right to develop the former Owens Grocery Store site on a 2-acre parcel in downtown Warsaw. The $21 million project will include 86 units of market rate housing units and associated commercial space. Amenities include a rooftop deck for residents’ use and resident bike storage and pet friendly facilities.

Located in Warsaw’s Central Business District and offering a range of unique amenities, this project represents our commitment to contributing to the city’s ongoing growth and dynamic momentum.”
The redevelopment of the site is a testament to the power of collaboration and partnership. Special recognition is given to the Regional Development Authority (RDA) for $3 million in state READI 2.0 funding. The City of Warsaw also invested in the project. “This multimillion-dollar project will redevelop a city block and provide much needed housing in our downtown”, said Mayor Jeff Grose. “We are so excited and thankful to see constructions starting this fall”, he added.
As the City of Warsaw and Kosciusko County expects unprecedented growth of talent, business attraction, and the expansion of existing businesses, the need for attainable housing and superior infrastructure is critical. “This new space will become a place where memories are made and represents our community’s commitment to growth, progress, and a shared, prosperous future”, said Peggy Friday CEO of KEDCO. “Today we take a moment to reflect on this extraordinary achievement of vision, partnership, and the collective spirit that transforms this space into a hub of activity”, she added.
